Customer asked why did the CW-3000 chiller not pumping water

Last week, I received a email from a customer, he asked why did the CW-3000 chiller not pumping water? The question as follows:
"I connected the outlet of the chiller with the inlet of the laser tube and the outlet of the laser tube to the inlet of the chiller.
The chiller will not pump any water to cool the laser tube and the alarm goes on.
I disconnected the chiller from the machine and tried the chiller separately with a pale of water.
I inserted both hoses Inlet and Outlet to the water pale and filled the machine water tank as recommended by manufactured – filled with water 80-150mm from the top
When I start the machine it will pump water from the machine water tank to the pale but it will not suck any water from the pale to the machine tank to close the water circuit.
Once the water is pumped out from the machine water tank the alarm starts.
By mouth, I blow air on both inlet and outlet hoses and there is no obstruction to the water tank – inlet and outlet are not plugged."
S&A answered customer as follows:
"The water pump in our chiller can pump out the water and push back the water into the water tank through closed-loop pressure.In this case, the water loop is not closed so there is no pressure  to flow back the water. Thus to test if the chiller has flow problem, please use a short water tube around 30cm to connect the chiller water inlet and outlet, then see if there is alarm and water flowing. "
